- OMNIBUS ELECTION CODE – He acted as technical consultant to the late COMELEC Chairman and Political Adviser, Leonardo B. Perez. He was involved in the framework and organization development. He presented analytical studies and opinions necessary for legislative formulations as well as assisted in the drafting of proposed revisions, provisions, harmonization codification and integration of various laws.
- NUEVA VIZCAYA INTEGRATED AREA DEVELOPMENT PLAN (NVIADP) – He prepared the conceptual and framework plan as well as drafted the Resolution for its creation and adoption. He coordinated the participation of various agencies involved in the project.
- PANGASINAN BOND FLOTATION PROJECT – He acted as Legal Consultant for this project of then Gov. Orbos. He presented the technical steps to the Sangguniang Panglalawigan and drafted the template documents. He advised the governor then on the required cooperation and coordination of various agencies, i.e. NEDA AND LGUS, together with the private sector participants (Financial, Underwriters, etc.)
- UNITED NATIONS DEVELOPMENT PLAN (UNDP) LOCAL REPRESENTATION PROJECT – He developed the framework, provided final content and process of the outputs of the Technical Team. He wrote the final report for the Consultancy Firm and represented it in the presentation of the study in the UNDP Headquarters in Bangkok, Thailand.
- UNITED STATE ASSISTANCE FOR INTERNATIONAL DEVELOPMENT – US-AID Database Project for the Court of Appeals and Court of Tax Appeals – He provided the legal design process and primary content for this project. As Project Manager, he wrote also the Report and coordinated with the Courts, the Funding Agency and Consulting Firm. He organized the tasks and activities of the technical team as well.
- FORMER DOTC USEC ARTURO VALDEZ’S WASHINGTON DC MISSION ON OPEN SKY POLICY – He served as confidential consultant.
- ATO PRIVATIZATION PROPOSAL – He was retained as a Legal Consultant of the concept developer for the ATO Project.
- TRANSPORT WORKERS ORGANIZATIONS AND COOPERATIVES – He provided them continuing legal consultancy services. His work with them dates back to the 1970’s and he enjoys the trust and confidence of the transport industry leaders he has represented.
